He recently praised a popular layer2 solution. This caused a slight increase in the altcoin price. Why does Vitalik Buterin welcome and appreciate it?

Popular Ethereum layer2 solution OP Coin experienced a brief rise despite BTC price drops. This was due to Vitalik Buterin’s recent appreciation post on Warpcast. Sometimes Vitalik shares such posts; recently, he did the same for ENS Coin, and we saw its price increase. 
Vitalik wrote the following for Optimism:
