President Donald Trump revoked several executive orders from former President Joe Biden, including a significant framework for artificial intelligence (AI) established in October 2023.

This executive order introduced reporting mechanisms for AI companies and required them to share safety test information with federal authorities.

Critics within Trump’s administration have characterized Biden's AI regulations as excessive and a hindrance to technological innovation. The Republican Party's 2024 platform described Biden's order as a barrier to AI development, advocating instead for policies focused on free speech and human flourishing.

Prominent tech leaders, including Meta’s Mark Zuckerberg, Amazon’s Jeff Bezos, and Google’s Sundar Pichai, were present at the inauguration, indicating their support for the new administration's stance.

Biden's executive order outlined essential points regarding ethical AI use in government, consumer privacy protections, and guidelines for identifying flaws in language models. The National Institute of Standards and Technology contributed to developing these guidelines to help companies navigate potential biases in their AI systems.
In response to the repeal, critics like Alondra Nelson from the Center for American Progress raised concerns that the decision could leave the public vulnerable to the risks associated with AI technologies, emphasizing the need for a thoughtful replacement.

Additionally, Alexander Nowrasteh from the Cato Institute noted that some beneficial aspects of the Biden order, particularly those easing AI worker immigration, would have been advantageous to retain.

The Biden administration had also aimed to impose licensing restrictions on AI semiconductor sales to all but 18 U.S. allies, a move that faced backlash from the tech industry over concerns it could undermine American leadership in the AI sector.
